Multi-layer security architecture
According to the integrated election security plan, Nepal Police and temporary election police will form the first or inner security ring around polling centres, focusing on crowd management, queue discipline, and immediate response to incidents.
The Armed Police Force will operate as the second ring, backing up the front-line police in areas assessed as sensitive or highly sensitive, and providing rapid reinforcement when required.
The Nepali Army will serve in the third or outer security ring, concentrating on strategic locations such as key infrastructure, depots, prisons, and VIP residences, and providing logistical and aerial support where necessary.
Scale and readiness
Officials have indicated that more than 300,000 personnel from the Nepali Army, Nepal Police, Armed Police Force, National Investigation Department and temporary police will be mobilised nationwide under this plan.
The Home Ministry and security agencies say joint training, simulation exercises and coordinated patrols are already underway, with the security plan now in its final implementation phase ahead of the March 5 vote.
Authorities note that this integrated model draws on lessons from the 2022 polls and aims to deliver a ‘free, fair and fear-free’ environment while responding to heightened risk assessments in some districts.
