Multi-layered security planning
As in previous federal elections, security planning for March 5 is being designed in multiple layers, combining local police, armed police and, where necessary, support from the national army under ECN guidelines. Discussions are focusing on remote districts, past conflict-affected areas and urban flashpoints where large rallies are expected.
Coordination with the code of conduct
Security agencies have been reminded that they themselves are bound by the election code of conduct, including neutrality and non-interference in campaigning. At the same time, they are tasked with enforcing restrictions on carrying weapons, intimidating voters or disrupting polling.
Voter reassurance
Public messaging from both the ECN and security officials is aimed at reassuring voters that polling stations will be safe and accessible, including for women, Dalit, Madhesi, Janajati and other historically marginalised communities.
