Official Analysis

There is longstanding debate in Nepal about extending voting rights to citizens living abroad, and some political actors have promised to work toward diaspora voting. However, as of mid-February 2026, there is no widely reported official decision by the Election Commission that introduces a universal postal, online or app-based voting system for all migrant workers for the upcoming HoR polls.

Existing practice has limited special voting to narrowly defined categories like diplomats and security personnel on duty.
